Office of General Administration

To carry out the routine work like processing documents and telegrams, arranging meetings, managing confidential information, keeping files, etc.; to conduct the work concerning information acquisition, confidentiality management, handling of letters and calls, security, policy study, administrative information disclosure, and public relations, etc.; and to coordinate and supervise the daily operation of the NASG, guide and assist in its communications & publicity work, and manage its e-government and logistics affairs.

Department of Planning and Finance

To compile the development strategy and plan for the surveying and mapping work; to organize and work out the medium and long-term surveying and mapping plans, the national fundamental surveying and mapping plan, the major project plan, and the plan for relevant technological update and renovation; to draw up the annual national fundamental surveying and mapping plan and the fixed-asset investment plan for the NASG; to manage and supervise the use of the government funds such as the operation budget and earmarked funds in this regard; to manage the budget and final settlement of surveying and mapping departments; to carry out the government procurement and manage the state-owned property in surveying and mapping departments; and to guide the general statistic work of surveying and mapping.

Department of National Land Survey

To research and formulate policies, regulations and rules for the national fundamental surveying and mapping and the surveying and mapping quality supervision and management; to organize and draft the national fundamental surveying, mapping and aerophotography plan, manage the project approval work in the national fundamental surveying and mapping, and compile the annual order plan for the national fundamental surveying and mapping, aerophotography, and aerial remote sensing images; to organize and manage the national fundamental surveying and mapping, international border surveying and mapping, administrative boundary surveying and mapping, cadastral surveying and mapping, and other national or major surveying and mapping projects; to manage and maintain the national geodetic datum and control networks; to approve and supervise the adoption of the international coordinate system and the construction of the independent plane coordinate systems; to supervise and manage the civil-use aerospace photogrammetry and the remote sensing technology; to manage the data gathered by surveying and mapping satellites; to supervise and guide the quality of national surveying and mapping results and the verification of the surveying and mapping measurement; and to supervise the security production and management of the affiliated surveying and mapping institutions.

Department of Legislation and Industry Management

To compile and implement the legislation plans and annual plans for surveying and mapping; to draft surveying and mapping laws, regulations and department rules; to feed back the consultation on the laws, regulations and department rules and coordinate the legislation work; to formulate policies for the surveying and mapping industry management; to manage the national surveying and mapping qualifications and the administrative licensing of the Grade A surveying and mapping qualification; to draft and implement the policies of surveying and mapping market access; to manage the work permits for surveying and mapping; to guide the administrative enforcement of surveying and mapping laws; investigate and punish the national or grave illegal surveying and mapping cases and provide guidance for the local competent authorities in this regard; to publicize the surveying and mapping laws; and to undertake administrative reconsideration and response.

Department of Geographic Information and Maps

To study and formulate the policies for managing the geographic information industries, surveying and mapping results, and maps; to organize and establish the public service platform of geographic information and provide emergency response,and to guide geographic information application services; to organize and coordinate the sharing mechanism of geographic information resources, examine and approve important geographic information and data, and guide the verification, release and use of national important geographic information ; to organize and coordinate the supervision and management of geographic information security; to supervise and manage the geographic information and map market, the collection and submission of surveying and mapping results, and the protection of the surveying markers; to guide the management of the surveying and mapping files and materials; to manage map compilation and presentation of the geographic name on the map and examine and approve the maps for public; to conduct the unified supervision for maps and raise the public’s awareness about the national territory through publicity and education; to formulate the standard samples for international and administrative boundaries; to provide suggestions to the approval for the financially supported projects and the construction projects; and to examine and approve the use of secret-related surveying and mapping results, the removal of permanent surveying and mapping markers, the verification of maps, and the compilation of the teaching-oriented maps for primary and secondary schools.

Department of Science, Technology and International Cooperation

To formulate and implement the development strategies, plans and policies of surveying and mapping science and technology; to provide guidance for innovation in surveying and mapping science and technology; to organize and manage the fundamental surveying and mapping research and the major surveying and mapping technology projects and the application of the relevant scientific and technological results; to formulate the standardization plan for surveying, mapping and geographic information and manage the standardization of the national surveying, mapping and geographic information; to formulate the foreign affairs management regulations, work plans and agreements for international cooperation and exchanges for surveying and mapping; to organize and manage the bilateral cooperation projects and undertake the affairs related to foreign cooperation and exchanges; to examine and approve the external provision of surveying and mapping results and surveying and mapping activities conducted by foreign organizations and individuals in China.

Department of Personnel

To formulate the personnel development plans as well as the policies, rules and regulations relevant to cadre and personnel management for surveying and mapping; to organize and promote the reform of the cadre and personnel system; to take charge of the personnel management and institutional composition of the Bureau and its subordinate organizations; to carry out educational trainings and manage the professional and technical personnel; to guide the management of the surveying and mapping qualifications; and to undertake the management of social organizations, reforms of the professional titles and other works.
