Applications of Geoinformation and Maps

Centering on national economic construction and social development, Chinese surveying & mapping geographic information departments actively offer surveying & mapping results and technical services and play an important role in government decision-making, public emergency relief, urban planning management, construction of major infrastructure, survey and management of land resources, new countryside construction, petroleum, transportation, electric power, aerospace, water conservancy, environmental protection, communications, planning, coal, earthquake, meteorology and military affairs, etc.

1. Governmental management decision

NASG has built a standard state-level “e-government” geographic spatial information platform, set up a multi-scale and multi-theme basic geographic space database ranging from macroscopic to microscopic according to the demands of governmental management and decision-making for geographic spatial information, created a geographic information application system oriented to governmental decision making and application, based on geographic information and covering 46 themes including comprehensive electronic map of national conditions, distribution of problematic enterprises and public institutions, monitoring of resources and environment, disaster prevention and reduction, severe disasters, economic development and analysis, strategic resources, foodstuff and agriculture as well as China and the world, etc., so as to facilitate scientific governmental management and decision-making and improve the governmental work efficiency.

2. Key projects

NASG provides effective surveying & mapping results and technical services for state-level and local key tasks and major projects including South-to-North Water Diversion Project, Western Development, Revitalization of the Traditional Industrial Bases in Northeast China, West-East Natural Gas Transmission Project, planning of national main functional zones, survey and management of land resources, construction of major infrastructures including Qinghai-Tibet Railway, Shanghai-Nanjing Highway, Beijing-Tianjin Intercity Railway, Shanghai maglev train line, projects of Beijing Olympic Games and Shanghai World Expo, as well as regional environmental management and ecological engineering construction in Tarim River Basin, the Three-River Source region and Yellow River Basin, etc., thereby significantly facilitating rapid development of all sectors and fields related to the national economy.

3. National land survey

During the 2nd National Land Resources Survey, in order to help land resources departments understand the land utilization situation of China in an all-around way, get authentic basic data related to land, realize socialized services of the information on land resources, satisfy the demands for economic & social development, macroscopic control over land and territorial resources management, NASG made survey maps, actively offered data related to aerospace remote sensing as well as basic information on control point, topographic map and DEM data, etc., and update relevant fundamental geographic information in a timely manner.

4. General survey of water conservancy resources

In 2010, in order to support China’s first general survey on water conservancy projects, NASG provided water conservancy departments with the latest 1:50k fundamental geographic information data and some 1:10k fundamental geographic information data generated by national key surveying & mapping projects including 1:50k data updating project, the western mapping project and the surveying & mapping project for post-disaster reconstruction, etc., and applied, for the first time, high and new surveying & mapping technologies including the geographic information system, remote sensing and GPS and so on to field surveys on water conservancy resources and infrastructures in 2,859 counties across the country, based on which, the workload of the general survey of water conservancy project was significantly reduced, thereby revolutionizing the traditional operating type and significantly enhancing the work efficiency of the national water conservancy survey.

5. New countryside construction

To better promote the construction of the socialist new countryside, actively strengthen development and utilization of geographic information resources in rural areas and carry forward the project of “one map for each county, town and village”, the results have played an important role in planning of new countryside construction, construction of transportation, water conservancy and electric power facilities in rural areas, construction of villages and small towns, ecological and environmental construction, agricultural information construction, disaster prevention and reduction in rural areas, rural tourism, development of precision agriculture and construction new countryside culture, etc.

6. Emergency relief

To effectively cope with public emergencies such as Wenchuan earthquake (2008), Yushu earthquake (2010) and Zhouqu massive mudslide, etc., the surveying & mapping geographic information departments initiated surveying & mapping contingency plans shortly after the disasters, gave full play to the technological advantages of surveying and mapping, provided the CPC Central Committee, the State Council, the related departments and governments of the disaster areas with surveying & mapping results and technical services around the clock, and actively provided surveying & mapping supports for post-disaster restoration and reconstruction. For example, NASG provided an accumulative total of 53,000 maps for earthquake relief work in Wenchuan with about 12TB fundamental geographic data and provided the earthquake-stricken area in Yushu with a total of nearly 6,400 sets of maps with fundamental geographic data of nearly 1,100GB.

7. Anti-poverty project

To better implement “The Outline for Development-oriented Poverty Reduction for China's Rural Areas (2011-2020)”, NASG assisted the Leading Group Office of Poverty Alleviation and Development under the State Council in drawing maps for anti-poverty projects such as “Layout Plan of National Main Battlefield of Poverty Alleviation (2011-2020)” and “Map of Key Areas of National Poverty Relief and Development”, etc.
