NASG focuses on structural adjustment and mechanism transformation, intensifies the construction of the organizational system of surveying & mapping geographic information for technological innovation, and has gradually formed a complete organizational system of surveying & mapping geographic information for technological innovation comprised of knowledge innovation system, technical innovation system, technology application system as well as technological management and service system.

The surveying & mapping geographic information knowledge innovation system mainly consists of colleges & universities, research institutes as well as state-level and departmental key laboratories related to surveying & mapping geographic information and focuses on fundamental researches, cutting-edge technologies and key technological breakthrough. The surveying & mapping geographic information technology innovation system mainly consists of departmental engineering centers and hi-tech enterprises and focuses on the industrialization of technological achievements on the guiding principle of “innovation and industrialization”. The surveying & mapping geographic information technology application system mainly consists of production- and service-oriented institutions, makes summary, application and transformation of innovative results its primary mission and lays emphasis on the transformation from technological achievements to practical productive forces. The surveying & mapping geographic information technological management and service system mainly consists of related administrative departments, societies, associations and intermediary organs of technical services and focuses on technological services including results transformation, technical exchange, technical consultation and training, etc.

The surveying & mapping geographic information technological innovation system has taken shape. Now, the number of key laboratories and engineering center of NASG has increased from 9 at the end of 2010 to 17, and the research scope has expanded from traditional geodetic surveying, photogrammetry and remote sensing, engineering surveying and map making to geographic information projects, earth observation, sea islands (reefs) surveying & mapping, monitoring of territorial environment and disasters, modern urban management as well as monitoring of national geographic conditions, etc. NASG has set up National Engineering Research Center for Surveying and Mapping. So far, NASG has basically created an organizational system for technological innovation, which is mainly comprised of state-level surveying & mapping geographic information research institutes and features balanced development and integration of key laboratories and engineering centers in various areas and orientation to the industry and coordination with local research institutes, thus laying a solid foundation for fully enhancing the surveying & mapping geographic information technological innovation capability.
